Hearing: The applicant is proposing a religious use facility with ancillary uses in the Pine Hills area. Staff explained the site layout and the area in which this use is proposed. The applicant constructed a concrete slab without a permit and there is an existing residence on site which they will convert into their sanctuary. The existing layout will constitute Phase 1 of the project. The applicant wishes to construct a new sanctuary with parking, stormwater pond, and playground area which will be in Phases II and III. The applicant stated that they would like eight (8) years total to complete their entire project. After discussion with the board and staff, the BZA decided five (5) years would be the most reasonable time frame allowed. Staff recommended approval of the request, however the applicant would only be given a five year time period to construct Phases II and III. No was present at the hearing to speak in favor or in opposition of the request. The applicant submitted two letters in support from the immediate neighbors. The board discussed the other churches in the area and how this use may affect traffic. The board felt the use was compatible with the surrounding area and approved the special exception with the amended condition regarding phasing.
