Request: Special Exception in the A-2 zoning district to allow for an Outdoor Recreation use (Soccer School).

Decision: Denied

Hearing: Staff described the proposal, including the location of the property, the site plan, and photos of the site. Staff provided an analysis of the six (6) criteria and the reasons for a recommendation for denial. Staff noted that three (3) comments were received in support, and twelve (12) comments and a petition containing twenty-one (21) signatures were received in opposition to the request. The applicant provided additional information about the proposed soccer school and noted that they made changes following the community input to lessen the request. There was no one in attendance to speak in favor of the request. There were three (3) residents in attendance to speak in opposition to the request. The residents cited concerns with compatibility, noise and light intrusion, and the rural nature of the area. The BZA discussed the requests determining that it was inconsistent with the surrounding area and recommended denial of the Special Exception by a 4-2 vote, with 1 absent.
