A letter in opposition was received by D.R. Horton, Inc., a home builder who has purchased residential tracts within the Ginn Planned Development to the north. Upon receipt of the letter, Progress Energy contacted D.R. Horton and worked out a written agreement which resulted in adding a berm condition to the conditions of Special Exception approval. The berm will act as a visual buffer between the substation and a residential portion within the Ginn P-D to the north. The BZA accepted the agreement and incorporated the berm requirement as Condition #6.

There was no opposition present at the public hearing.
