Summary of the decision

SE-03-10-065 — Jose Andrade, M.D.

Request: Special Exception in A-2 (agricultural) zone to operate an indoor private club and Variance to allow unpaved parking in lieu of paved. (NOTE: The applicant wants to convert the existing residence into an indoor non-profit private club which will provide traditional Aikido education to up to 22 members/students).

Decision: Denied

Hearing: The Staff Report and Recommendation is located on Pages____. The applicant wants to convert a house into a private club that will teach students martial arts. Up to 22 students are proposed, which includes dormitory housing for up to 4 students. Staff presented its findings. Specifically, the request is not compatible with the surrounding uses. The area is a single family residential community. The local roadways are residential roadways. Approval of this request would create non-residential traffic through their residential community. Staff advised the BZA that this proposed use would be better suited on a major roadway. The applicant gave a presentation. He stated his intent and purpose. He stated his program would promote peace and teach children discipline. Two (2) neighbors spoke in opposition. They stated the area was residential and should remain as such. The BZA concluded the request was not compatible with the surrounding uses and agreed with the staff recommendation. Staff received 3 commentaries in favor and 22 in opposition.
