Hearing: The Staff Report and Recommendation is located on Pages _____. The property currently has split zoning of C-1 along the southern portion of the property with R-3 on the northern half of the property. The applicant was originally looking to place a modular unit on the commercial zoned portion and in fact had a permit issued for such placement. After reviewing the proposed location further, the applicant felt that the location was not safe enough since it would mix children with potential traffic in the parking area. Applicant decided to relocate the modular unit to the rear of the property which required the public hearing. Three people spoke in opposition to the request stating that a permanent structure should be constructed rather than a modular unit. Opposition also spoke regarding the lack of a buffer from the residential units which the board discussed at length. Opposition also felt that the modular unit would also increase enrollment of the facility and the dangers of increased traffic. Three speakers spoke in opposition to the request.
