Staff provided an analysis of the six (6) criteria and the reasons for a recommendation for denial since the subject property and the adjacent property are under common ownership. Staff noted that no comments were received in support or in opposition. The applicant was not in attendance. There was no one in attendance to speak in favor or in opposition to the request. The BZA noted that the lots were created and platted in a non-conforming manner, noted that the county supports affordable housing, noted that this case is nearly identical to the following case under the same ownership, stated justification for the six (6) criteria and unanimously recommended approval, subject to the 3 conditions in the staff report.
