Request: Special Exception in P-O zone to convert existing structure into a hair beauty salon/barber shop. (NOTE: Applicant is also requesting a carwash use. The Orange County Zoning Code does not permit carwash uses in the P-O zoning district. Therefore, the BZA does not have the authority to approve the carwash use).

Hearing: The Staff Report and recommendation is located on Pages 95 and 96. Applicant is requesting special exception to convert an existing single family residence in to a hair salon/barber shop. The proposal is to operate a 4-station salon with operating hours to be Tuesday-Saturday from 9:00 a.m. to 7:00 p.m. On April 4, 1991 the property was granted a variance to convert the existing single family residence to office use on a substandard lot. Permit were obtained, and the building was legally converted to an office structure. On April 2, 1992, the applicant applied for, and received approval for a special exception to allow for a beauty salon/barber shop. However, the approval expired with out any tenant utilizing the structure within the prescribed one-year time frame. The site is currently developed and meets all minimum zoning standards. One commentary was received in opposition and one commentary with no opinion.
