Request: Special Exception in P-D zone for townhomes (117 townhome units proposed). (NOTE: The Village Planned Development Code requires a Special Exception approval for townhomes within the "Village Home" district. The tract size is 31.4 acres and is located 300 ft. west of the Keene's Pointe Subdivision).

Hearing: The Staff Report and recommendation is located on Pages ____. On August 22, 2001, the DRC reviewed the design guidelines for this project. The DRC approved the guidelines with conditions. The applicant gave a brief overview of the project. Two individuals spoke in opposition. They had concerns about short term rentals and minimum house sizes along Lake Burden. The BZA imposed additional conditions which address these concerns. Planning Division Staff spoke in favor of the request but requested minor changes to the conditions. The BZA felt the request met the special exception criteria and the spirit and intent of the Horizon West project. Staff received approximately 40 commentaries in opposition to this request. The commentaries were primarily against attached housing and increased densities in this area.
