(Note: The applicant will be taking in yard waste for recycling and shipping it off-site. A grinder will be used periodically. There will be no open air burning or concrete crushing. Only yard waste will be brought into the site.)

Hearing: The applicant is requesting zoning approval for a yard waste processing facility. This facility is already existing. It was relocated to this site as a mitigation measure to clean up the excessive debris that was located to the south by a different owner. The applicant has been cleaning up the site since 2007. In the process of cleaning up the site, the applicant encountered delays due to new regulations pertaining to the Econ Basin and Chapter 32 and Chapter 38, Orange County Code. Staff gave a presentation on the facility. The purpose of such facilities is to provide the public and companies a site to deliver yard waste. The yard waste will be grinded down and recycled into top soil and mulch. The applicant clarified the past history of the site. They requested minor changes to the proposed conditions of approval. Discussion ensued between the BZA and the applicant. The BZA agreed to amend the conditions of approval. There was no opposition at the hearing.
