Request: Special Exception in C-3 zone to allow a roofing contractor's storage yard to continue to operate and Variance for unpaved parking in lieu of paved.
Decision: Denied
Hearing: Staff's report is located on Pages 58 through 61. At the public hearing, staff recommended denial of the reqeust, stating it is inconsistent with the recommendations of the Holden Heights Area Study. That study resulted in a change to the FLUM of the Comprehensive Policy Plan adopted by the Board of County Commissioners last May. The Plan promotes the revitalization and renovation of the homes in the area and commercial uses that support the residential neighborhoods such as offices, grocery stores, and day care centers. The Plan does not permit industrial or heavy commercial uses, such as outdoor storage. For this reason, staff recommended denial of the request in that a contractor's storage yard is inconsistent with this Plan. Two commentaries were received in favor. Five commentaries were received in opposition. Two letters in opposition were received from the Holden Heights Neighborhood Association and the Orange Blossom Trail Development Board. Three citizens spoke in opposition at the public hearing. Two area property owners stated the property is an eyesore due to the junk and unorganized manner in which items have been kept on-site. Randall Grief with the Orange Blossom Trail Development Board stated the property has been the source of complaints for a long period of time, and it was felt this was not the type of business the County should support fronting the Trail. The applicant stated he understood the concerns cited by the opposition. He stated he would clean up the property and would look into either selling it or erecting a permanent building on-site in compliance with zoning code and in concert the Plan.
