Hearing: The applicant constructed an addition without permits. He was cited by the Building Division. The applicant wants to convert the house into a church with a seating capacity of 46 persons. However, the site can only accommodate 5 parking spaces. Staff felt the site was too small for the intended use. Discussion ensued regarding where additional spaces could be attained. It was evident the site could not provide for parking. Former Commissioner Mabel Butler spoke in opposition. She stated the request should not be approved because there was no parking to accommodate the use. The Bza agreed.
