Request: Variance in I-2 zone to allow unpaved parking in lieu of paved. (NOTE: Church use is a permitted use in this zoning district. The request is to allow unpaved parking instead of paved).

Hearing: The church is a permitted use on the property. The variance request deals only with the church wanting a portion of the parking unpaved. The church is relocating from its current site to the subject property due to growth. They testified that their parking experience is very light, with only two or three days' use per week. County Code requires 279 parking spaces, based on the church's seating capacity. The church repesentatives explained all the handicaped, daily usage, and service areas would be paved. They requested the 124-parking space area be unpaved at this time, which would be used on special holidays. They felt they would be able to pave this area in about five years, from a financial perspective. There was no opposition to this request. The BZA felt the request could be approved in that the unpaved area served as a secondary facility versus the primary parking facility for the church. The applicant agreed with the conditions.
