Hearing: Staff described the proposal, including the location of the property, the site plan, and photos of the site. Staff provided an analysis of the 6 criteria and the reasons for a recommendation for approval of the Special Exception and Variance requests. Staff noted that no comments were received in favor and X comments were received in opposition to the request. Three representatives of the applicant were present and stated there was a previous approval for a church and pre-school, and they are requesting to expand the pre-school. They went on to state there is currently high demand for the pre-school, and the existing facility is on a waitlist for new students. They went on to discuss the size of the structure has to comply with a minimum sq. ft. per child. There was no one in attendance to speak in favor or in opposition to the request. The BZA briefly discussed the requests and agreed with staff¿s recommendation. They went on to state the proposed use would support the growth of the area and is consistent with the needs of the community. The BZA recommended approval of Special Exception and Variance requests by a 6-0 vote, with 1 absent, subject to the 7 conditions found in the staff report.
Conditions: 1) Development shall be in accordance with the site plan dated October 2, 2025, and elevations dated November 21, 2025, subject to the conditions of approval, and all applicable laws, ordinances, and regulations. Any proposed non-substantial deviations, changes, or modifications will be subject to the Zoning Manager's review and approval. Any proposed substantial deviations, changes, or modifications will be subject to a public hearing before the Board of Zoning Adjustment (BZA) where the BZA makes a recommendation to the Board of County Commissioners (BCC).
