Request: In A-2 (agricultural) zone to amend previous Special Exception approval (1987 and 1991) for golf driving range and to convert same to a paint ball operation.

Hearing: The Staff Report and Recommendation is located on Pages____. Prior to the public hearing, two commentaries were received in favor of the request from abutting property owners. The commentaries echoed the sentiment expressed by those who attended the community meeting, wherein the proposed paintball operation would be an improvement over the former golf driving range operation. The BZA was comfortable with approving the request knowing the neighbors are welcoming the applicant into their area and that the use constituted a good transition from the previous use. The BZA considered the Office use designation in accordance with the Comprehensive Policy Plan. The BZA felt it would be many years before this area sees any significant change towards office use, and that a five-year approval would be reasonable under the circumstances. The applicant agreed to the five year approval. He stated his leasing arrangement is flexible, and that his capital outlay is very minimal since most of the site improvements already exist. The BZA further noted that if the operation is successful, the applicant could easily move his operation and clientele to another property, if it is determined in five years that the area has significantly changed towards office use.
