Hearing: The Staff Report and Recommendation is located on Pages 76, 77 and 78. The applicant wants to convert the existing residence into a small private school for up to 25 students. Staff felt the location was appropriate since it was between heavy commercial uses to the south and residential to the north. Lengthy discussion ensued regarding on-site parking and the use of the vacant lot behind the site as an outdoor playground. Staff felt any use of the property to the rear would impact the homes on Quintard Street. The BZA amended the conditions to abate the potential impacts. Staff received 2 commentaries in favor and 3 in opposition. There was no opposition at the hearing.
