Request: Amendment to an existing Special Exception and Variance in the R-1AA zoning district as follows: 1) Amendment to a Special Exception for the construction of a 18,400 sq. ft. sanctuary. 2) Variance to allow 106 unimproved parking spaces in lieu of improved parking spaces.

Hearing: SYNOPSIS: Staff described the proposal, including the location of the property, the site plan, and photos of the site. Staff provided an analysis of the six (6) criteria and the reasons for a recommendation for approval. Staff noted that no comments were received in support, and no comments were received in opposition. The applicant agreed with the staff report and conditions and had nothing else to add. There was no one in attendance to speak pertaining to the request. The BZA discussed the expansion on a considerably large sized property, noted that the existing sanctuary will be converted into a fellowship hall, stated that the provision of unimproved parking spaces benefits site drainage, noted that all other performance standards are met, discussed the Special Exception and Variance and stated justification for the six (6) criteria and unanimously recommended approval of the Special Exception and Variance by a 6-0 vote, with 1 seat vacant, subject to the ten (10) conditions in the staff report, and the modification of Condition #6, which states, "Hours of operation for weekend services shall be limited between 10:00 AM and 2:00 PM, and Wednesday between 7:30 AM and 8:30 PM".
