Request: Special Exception in A-1 (agricultural) zone for commercial wood chipping and mulching operation

Hearing: The Staff Report and Recommendation is located on Pages ______. The applicant stated this property was chosen for this use because of its close proximity to a highway. He suggested a 3-6 year approval and restricting the operation to only five days per month. Five citizens spoke in opposition to the request. Four speakers resided in the immediate area either on or off of Clarcona-Ocoee Road. The fifth speaker was the vice president of the Crown Point Homeowner's Association who submitted a petition with 50 signatures of homeowners in opposition. A resident living on Clarcona-Ocoee Road submitted a petition in opposition with approximately 200 signatures. A planner with the City of Ocoee addressed the BZA in opposition, reiterating the comments stated in the City's letter submitted to the Zoning Department. The BZA felt this was the wrong location for this industrial type use, given the existing and planned residential uses in the area. The BZA, therefore, unanimously recommended denial of the Special Exception request.
