Request: Special Exception in R-1 zone to convert existing single family residence into a church use and Variance to provide grass parking spaces in lieu of paved.

Hearing: The Staff Report and Recommendation is located on Pages ____. The applicant wants to occupy an vacant residence and operate a church use. They indicated they would offer additional services when funding became available. Approximately 10 neighborhood residents spoke in opposition to the request. They had concerns about noise, traffic, incompatible usage with surrounding uses and property value impacts. The most impacted property owner to the east spoke in opposition. The BZA felt the corridor was still a residential use corridor and the county should continue to preserve the residential character of the area. The BZA felt the applicant should find a more appropriate area for this use. Staff received 17 commentaries in opposition and 5 in favor. Those that were in favor came from the property owner and the applicant.
