Hearing: SYNOPSIS: Staff described the proposal, including the location of the property, the site plan, and photos of the site. Staff provided an analysis of the six (6) criteria and the reasons for a recommendation for denial of the variances. Staff noted that seventeen (17) comments were received in support and no comments were received in opposition. The applicant stated that the carport cannot go in the back yard due to the location of the septic tank and drainfield. The applicant also stated that the current request has been revised from the 2000 application, reducing the request a 12 foot front setback and that no side street is now compliant. The applicant also noted that the roadways division and traffic engineering have no objection to this submittal, and stated that he now has approval letters from 25 of the 27 neighbors on Hull Circle. The BZA noted that the current request for a carport is scaled back from the previous request for a garage. The BZA felt that this was a unique lot with a unique situation. The BZA recommended approval of the variances by a 7-0 vote, subject to the six (6) conditions in the staff report.
