Request: Special Exception in A-1 zone (agricultural) to expand animal clinic by converting existing stable into ancillary grooming and boarding facility.

Hearing: "The Staff Report and Recommendation is located on Pages____ Several commentaries were received in favor of the request. A residential developer with property to the south spoke in opposition. He felt the request was inconsistent with the residential nature of the area and expressed concerns about noise and odor. The BZA noted the boarding and grooming activities have been taking place in the existing clinic, which has operated on-site since 1984, and that there have been no complaints from neighbors. The new building will be sound-proofed and have no outdoor runs, which will mitigate noise and odor. A letter was received from Ocoee's City Planner stating they had no objection to the request, but asked for a condition to restrict signage. Staff noted the existing ground sign prohibits any additional ground or pole signs; however, staff proposed a condition that would prohibit any other permanent type signs, such as wall signage. The applicant agreed to the condition."
