Summary of the decision

IZE2026000001 — ZM Interdepartmental Zoning Evaluation

Case #: 125168

Location: Unincorporated County, 33032-0000

Applicant / description: The Department of Solid Waste Management (DSWM) is collaborating with Miami-Dade Innovation Authority (MDIA) on a Waste Diversion Public Innovation Challenge. One of the challenge winning companies aims to complete a composting pilot as part of the program. This composting pilot program serves to help DSWM determine the potential logistics of composting and ensure full compliance with all relevant regulations. The pilot will include a modular composting system from Sustainable Generation which is a covered aerated static pile (CASP) system. The CASP system includes a geomembrane cover that completely covers the composting clean yard debris, helping prevent any stormwater from interacting with the composting material. The geomembrane used also includes odor control measures to help mitigate odors. The geomembrane reduces volatile organic compounds (VOCs) by 95% due to the geomembrane and positive pressure system used; this VOC reduction yields significantly lower odors and meets California state VOC standards. The pile will be aerated only while covered and will include 6" of plenum below the piping to absorb leachate and prevent leachate from contacting the ground surface. A schematic of the gore cover system is attached.
