Hearing: The Staff Report and Recommendation is located on Pages____ This request went before the BZA on November 7, 2002. At that time, the use of the property was in question. Specifically, it was not clear whether the use was a landscape plant nursery or wholesale plant distribution facility. No variances were requested at that time. The BZA continued the request to allow the applicant and staff sufficient time to resolve the land use issue. The applicant revised the request and staff was satisfied that the proposed use is a wholesale plant nursery. The applicant is now requesting to operate a plant nursery with ancillary garage/storage facility and construct a greenhouse 0 feet from the side, rear, and side street property lines in lieu of the setbacks required for the designated zoning district. In addition, the applicant is requesting 0 parking spaces in lieu of 5 and to waive loading and unloading parking requirements for commercial vehicles. Due to the size of the property (15,400 sq. ft.) and the severity of the variances, staff could not support the variances. The BZA agreed. Staff recommended approval of the Special Exception subject to modified conditions. The applicant agreed to the modified conditions and suggested changes to the time frame for submitting construction plans. Staff and the BZA agreed to the modified change. There was no opposition at the hearing.
